Sheikh Sheikh Abdullah an-Najmee, may Allaah preserve him, said,
’15 – The Muslim Brotherhood group and organization is known to have instituted a leadership structure for their members who are residents and not traveling, based upon a corrupt analogy regarding the authentic requirement for a conditional restricted leader or amir when a group of three or Muslims are traveling. Significantly, related to this initial false conclusion, is that the Muslim Brotherhood organization also requires a bai’yah, or an oath of allegiance to its leadership. Such an oath according the evidenced Sharee’ah is only for the general leader of the Muslims, or in specific circumstances those of a specific country in the absence of a leader the Muslims have all united upon. This mistaken practice conforms to and further supports their group innovation of a dual outward and secret organizational structure, and leads to them giving this leadership forms of control and authority over individual lives which Islaam never approved of, such as requiring that a Muslim Brotherhood member request permission to travel from this resident leader who would not be traveling with him.’
